Push pending access-control data from connector
Publishes MQTT so the connector uploads queued access-log entries (e.g. LPR), applies connector controller operations, and polls connected access hardware for pending log lines.

Creates SYSTEM controller operations (CBLADALL) for each active Koole KC80 whose access method types include NFC or QR_CODE, then pings the connector via operation-sync MQTT to claim and execute them immediately (no full access-control sync).
Reset connector access-control cache POST
Publishes MQTT so the connector clears its local access-control cache (queued logs, synced methods/points, device logs) and then runs a full sync to rebuild. Intended for debug/ops recovery.
